Not to the extent that you consider your milk good. Cows cannot produce milk without the hormone. That is the reason why a recombinant version works. What loophole would you close, exactly?

I guess giving cows extra growth hormone

That has the effect of producing more milk, so the concentration in the milk remains the same. It makes no difference to the milk.

It does affect the wellbeing of the cow, though, which is why it is against the law to give it to them.
